The Hilltop Homeowners’ web site (still a work in progress, we appreciate your patience) is provided primarily as a service to its members and all residents of Hilltop. We hope it will also serve as an introduction to our area for anyone who may be thinking about buying here.
Welcome New Neighbor. This section has all the most important information that anyone living here or thinking of buying would want to know.
The Hilltop HOA community is located in East Hempfield Township, within Lancaster, PA. The streets in our neighborhood include Winding Hill Dr, Pinnacle Point, Spring Ridge Ct, Eagles Nest Ct, Spring Walk Ct and a portion of Treetops Dr.
We are a fee-simple townhome community of 193 units, founded in 1984, with no common areas. Our governing documents can be found on the Legal Documents tab (above).
In 2018 the Board hired a Property Manager. The primary reason is that almost no one is volunteering for committees anymore, and the 5 Board members (many of whom have full time jobs) simply don’t have the time it takes to properly oversee and manage 193 homes that are all 30+ years old, as well as all the sub-contractors Hilltop employs for things like snow plowing, lawn mowing, painting, staining, pressure washing, fertilizing and weed control, tree trimming and more.

Since hiring Adam Westgate of Westgate Property Management, LLC as Property Manager, all owner and tenant emails should be addressed to him. While Hilltop still has committees for Landscape, Architecture, Compliance, Finance and Hospitality, each of which is chaired by a Board member who, is in most cases the ONLY committee member, they are not the first contact point for questions from owners and tenants. The Property Manager advises the Board of all concerns and questions raised and will contact the appropriate Committee chairperson with any concerns or questions that are raised.
About inspections: We all want to live in a well-maintained and attractive neighborhood. Beginning in May, the Board and Property Manager will be conducting inspections of ALL homes in Hilltop to insure that the standards as stated in the Declarations and the Rules and Regulations are met. We will be looking at things like: fences, decks, windows and screens being in good repair, cleanliness of the area surrounding your home (no trash or brush). Please take some time to make sure your home is ready.

Please be aware that, unlike what the Declarations state, there are NO common areas. All property is owned by the individual town home owners. Hilltop is a fee-simple town home community, not condominiums. See the Disclaimer that accompanies the Declarations.

Although we will be emailing newsletters to members for whom we have a verified email address, you will also find copies of the newsletters on this site, under the Newsletter tab – as soon as they become available to post. We publish a quarterly newsletter in January, April, July and October.
