We all want to live in a well-maintained and attractive neighborhood. We previously notified all residents in an email (or snail mail if you do not have an email address on file) that beginning in May, the Board will be conducting inspections of ALL homes in Hilltop to insure that the standards as stated in the Declarations and the Rules and Regulations are met. We will be looking at things like: fences, decks, windows and screens being in good repair, cleanliness of the area surrounding your home (no trash or brush). Please take some time to make sure your home is ready.

REMINDER: Hard copy newsletters will only be mailed to those residents and owners who have not given us an email address. This includes tenants.
There is a $10/yr. fee for printing & mailing hard copy newsletters. Email is free.
Owners of rental units will be billed $10/yr. if an email for the current tenant is not provided and kept up to date.

UPDATED RULES & REGULATIONS
Please refer to the HOA website www.HilltopHOA.com under the “legal” tab to read and download all this information.
Everyone living in Hilltop last December received a (hand delivered) copy of the Rules and Regulations prior to the Annual Meeting.
Because there were still questions raised by owners, the Board has updated the Rules and Regulations again to further clarify outdoor lights, driveways, sidewalks, gutters, decks and fences. A separate email will be sent with a link to the updated version.
This information should provide much needed clarification for anyone who lives in Hilltop, as well as anyone interested in purchasing a home here.
Real estate agents are also encouraged to familiarize themselves with the revised Rules and Regulations so that they can provide accurate information to their clients.
For new residents and tenants, the official, legal documents for Hilltop (the Declaration of Covenants, conditions and Restrictions, the ByLaws) can be confusing, in part because some wording is totally wrong (we are fee-simple townhomes, not condos and there are no common areas, for example), the Board has worked with our attorney to update the Rules and Regulations which are used to clarify the Declarations and answer the FAQs we hear most often.
HAVE YOU JOINED
This site is like a Facebook page for neighborhoods, (but a LOT more secure). If you sign up, you can choose to either see (and be seen by) just your Hilltop neighbors who are also members, OR you can select “surrounding neighborhoods” and also see what those neighbors are posting. These posts include things for sale, provide and request recommendations, list services offered and community events, find a job find lost pets, report suspicious vehicles, find neighbors with common interests and more. This is where we post the Annual Yard Sale for example.
Your Board authorized it to be set up for Hilltop residents to promote communication between neighbors on an informal basis. It is in addition to the Hilltop HOA website, which gives information specific to residents, rather than sharing general information among residents.
About the security of Nextdoor.com: the only way one can join is to be invited by an existing of Nextdoor.com (or send an email to the Property Manager requesting an invitation PropertyManager@hilltophoa.com). That is the first step to being sure that people who join truly are living in our neighborhood. Then the request is sent to the administrator (who, at this point, is the webmaster) and verified as a resident of Hilltop. This ensures that ONLY Hilltop residents are included in the Hilltop group. Since this is the same process for all neighborhoods in Nextdoor.com, you can feel safe that anyone you communicate with on that site IS a neighbor! We live in a safe neighborhood and want to keep it that way.
Please contact our HOA Property Manager, Adam Westgate when you list your home or AT LEAST 2 weeks prior to your closing date so that your closing will not be delayed. Time to clean the closets and mark your calendars! Our Annual Yard Sale will be held on Saturday August 24. 2019, 7 AM – ? Warning: we DO get ‘early birds’ – as early as 5 AM.
SAFELY HIDE THAT
Hint: not under your welcome mat or in one of those fake rocks in your flower bed! Instead, hide it at a trusted neighbor’s house (after asking their permission, of course). You can still use a fake rock or put it in a small baggie placed inside an old plastic pill bottle glued to the
bottom of a real rock (and placed with other rocks). Or if your neighbor’s front door light has a door, you can put your key inside the light.
Better yet, if you have a willing neighbor whom you trust, ask them to keep an extra house key and car key in their home. That way, if you are out of town and there is a snow storm, power outage, etc. they can check on things for you.
A key is only useful to a burglar if it fits the lock.

Just a reminder that ALL requests for exterior additions, exterior repairs, alterations and/or changes (including windows and changes to flower beds outside the courtyard) shall first be submitted to, and approved by, the Architectural Committee before beginning any project.

Trash and recycling pickups take place on a weekly basis, with pickup on Wednesday mornings. Trash and recycling containers/bins shall be placed on paved areas (street or driveway) ONLY and not be placed before 6:00 PM the night before trash pick-up day.
Empty trash and recycling containers/bins shall be taken in no later than 6:00 PM on the day of trash collection.
Recycling bins shall be secured during windy weather so that your neighbors will not need to pick up your items.
You can try putting a heavy trash bag on top of your Recycle bin. Any other suggestions? Please share!
